  I guess this place initially wanted to be a mini Portuguese shopping mall, but it does not have enough traction to bring costumers so besides the primavera there are only half abandoned shops. The primavera itself struggles between only offering Portuguese products and being able to attracted all kinds of customers with general goods. The result is that It does poorly in both aspects.
